Sarah (Kathryn Morris), Nicole (Patricia Velasquez), Lucas (Jonny Lee Miller), and five other FBI members, under the guidance of senior instructor Jake Harris (Val Kilmer), arrive at the small island of Feniego, not far from California. They will conduct drills in a virtual town on the island, using reasoning to track down a serial killer known as “The Puppeteer.” This group of agents, highly skilled and self-important, sees the isolated island trip as a boring vacation. However, their arrogance does not last long.
