In the year 2029, the future world is a high-tech and information-driven society. The improvement of human living standards comes with the high-tech evolution of criminal activities, leading to the establishment of a special unit dedicated to suppressing high-tech crime—Public Security Section 9. Captain Motoko Kusanagi, a fully "cyberized" female officer, continually leads Public Security Section 9 in various operations.
