A wave of crime is sweeping the city, and Captain Harris and his bumbling assistant are powerless against the Wilson Heights gang that is rampaging through the city. Displeased with the situation, the higher-ups send reinforcements to assist Harris, so Commander Lassard returns once again, joined by Nick, who performed well in the previous installment, and former cadet Fackler as fresh blood.
