After months of violent conflict over casino profits, the two major triads in Macau, the Hung Hing Gang and the Yi Ying Gang, decide to reach a truce. Unexpectedly, rumors emerge that Hung Hing's boss, Beng Ya Hua, has offered five million to hire an outside assassin to kill Yi Ying's big brother, Gao Lao Zhong, in the near future. To ensure Gao Lao Zhong's safety and prevent further chaos, Beng Ya Hua sends his capable and corrupt cop subordinate, A Chen (played by Tony Leung), to stop the assassination. The bald assassin, Yao Dong (played by Lau Ching-Wan), and the mysterious woman, A Feng (played by Siu Mei Kei), constantly hang around A Chen, creating trouble for him. In fact, Yao Dong is a super assassin sent by the hidden boss, Mr. Hung, to destroy the Hung Hing and Yi Ying gangs. His killing methods are exceptionally clever and ruthless. After some arrangements, Yao Dong creates a scenario where both Beng Ya Hua and Gao Lao Zhong die at A Chen's hands; however, his own fate is not in his control.
