The Universal Private Detective Agency is a small detective agency consisting of only three staff members, including its president Huang Ruosi (played by Xu Guanwen). Due to its mediocre business and Huang Ruosi's stingy and harsh nature, the employees He Tun (Xu Guanying) and Ji Qi (Zhao Yazhi), especially the former, often suffer. Li Guojie (Xu Guanjie), originally working at a soda factory, is fired for being lazy at work. With his impressive skills, he comes to Universal for a job. Initially, Huang Ruosi is reluctant to hire him but eventually agrees upon seeing his capabilities, with a naturally meager salary.
Before Li Guojie’s arrival, Huang Ruosi partnered with He Tun on trivial cases involving infidelity, theft, and fraud. Not every case could be solved, and the process was often filled with embarrassment, far from perfect; yet the various aspects of Hong Kong society were revealed. After he joins, the collaboration of the three continues in the same manner. More dangerously, they are often mistaken for criminals by the police detective (Wu Yaohan).
A few minor cases, especially one involving an elderly man's (Lu Huizhi) beautiful wife having an affair (with Wu Yaohan), show that Li Guojie demonstrates a stronger work ability than Huang Ruosi, earning more favor from clients. One day, Huang Ruosi and Li Guojie are commissioned to a theater previously threatened by robbers, where robbers are still entering and exiting. During the process of capturing the robbers, Huang Ruosi is terrified and injured by the robbers' boss (Shi Jian), while Li Guojie cleverly subdues the robbers and unexpectedly gains benefits, temporarily switching their identities.
