In a certain year during the Ming Dynasty under Emperor Wanli, eunuchs held power, the Secret Police were rampant, and with natural disasters recurring, the common people lived in dire straits. Original constable Wen Hao (played by Wu Yue) was driven by a strong sense of justice, detesting the court's incompetence, and unwilling to continue as the court's lackey against the people.
