The head of the Investigation Bureau's mobile team, Fang Guohui (Andy Lau), is competent and intolerant of evil. While surveilling the arcade operated by Zhou Zhaoxian (Leon Lai), he obtains evidence of its connection to an underground casino and takes him to court. However, the judge is bribed, and Zhou Zhaoxian is acquitted and released in court. Minister Hou (Li Liqun), associated with organized crime, exerts pressure behind the scenes, forcing the Investigation Bureau to put Fang Guohui on leave and cease the investigation against Zhou Zhaoxian.
