Kwan Yu-ming (Jackie Chan) and his daughter Xiao Fan (Jiang Peishi) live a dependent life in London, UK. Kwan Yu-ming runs a small restaurant, honestly working hard to support his family, never having the thought of transcending the law or morality. However, fate does not favor this kind man; in a terror attack, Xiao Fan unfortunately becomes one of the victims. What Kwan Yu-ming cannot accept, aside from the death of his daughter, is the British government's indifference and inaction regarding the incident. Government official Lyam (Pierce Brosnan) appears in Kwan Yu-ming's view, and he firmly believes that Lyam has an inseparable connection with the terrorist organization and the truth behind the event. Since the law and justice cannot give Kwan Yu-ming a fair resolution, he decides to take matters into his own hands to seek revenge for his daughter.
