On Christmas Eve, a scantily clad single woman stands dazed in a hotel room high up, and she steps onto the balcony, falling to her death… African American officer Roger (played by Danny Glover), just past his 50th birthday, is in charge of the case and discovers that the woman who fell is the daughter of his Vietnam War partner, Mike. The police department sends Rigg (played by Mel Gibson) to assist Roger. Rigg is exceptionally skilled, but he has recently been engulfed in grief over the loss of his wife. The new partners quickly clash over Rigg's reckless problem-solving methods, and perhaps as Rigg says, it's a crazy city where everyone is trying to commit suicide. As the investigation goes deeper, Roger and Rigg uncover truths about the fall that exceed their control: it turns out that the CIA established special forces during the Vietnam War to infiltrate and disrupt the drug trade with the Viet Cong. Post-war, this group of special forces exploited the existing trafficking networks to profit from drug dealing, and Mike was murdered for obstructing the interests of the drug cartel. Although Roger and Rigg have found direction, dismantling the drug cartel proves to be overwhelmingly difficult.
