In the quiet town of Summerton, Arizona, Sheriff Ray Owens (played by Arnold Schwarzenegger), who previously served in the Los Angeles drug enforcement team, diligently maintains local law and order. One day, several unexpected visitors arrive in town, and a farmer is murdered. Meanwhile, in Las Vegas, FBI agent John Bannister (played by Forest Whitaker) is escorting the infamous drug lord Gabriel Cortez (played by Eduardo Noriega).
