In the 1980s, drug lords in the Soviet Union imported a large quantity of drugs from the United States. Captain Deko (Arnold Schwarzenegger) is ordered to apprehend a Georgia drug cartel. However, during the operation, Deko's comrade is killed, and the drug lord escapes the country. Shortly thereafter, in Chicago, a Soviet drug dealer named Vito is captured, and an agreement is reached between the US and the USSR for Deko to escort Vito back to Moscow, with American detective Ryasek (James Belushi) assigned as his assistant and translator. Unexpectedly, Vito manages to escape again with the help of his accomplices, forcing Deko to reveal Vito's true identity to the Americans and team up with Ryasek to track him down. The differences between the Soviet and American worlds are occasionally reflected in Deko and Ryasek, but the two soon bridge their differences and work together earnestly to pursue the drug lord...
