Off the coast of Hong Kong in 1998, a group of terrorists from Cambodia seized a powerful biochemical weapon from North Korean mercenaries. During the fierce battle, a Cambodian member named Dote (played by Daniel Wu) was injured and lost his memory, and was taken in by the Hong Kong police. Anti-terrorism organization commander Ma Li (played by Emil Chau) took over the case and, after decrypting the disk file on Dote, learned that the Cambodian leader Shike (played by Gan Guoliang) and Guan Ai (played by Karen Mok) planned to launch the biochemical weapon into the sky to create a toxic purple rain, turning Hong Kong into a dead city. Ma Li collaborated with psychological expert Shirley (played by Chen Chong) to make the amnesiac Dote believe he was an undercover agent placed beside Shike by the police.
