Off the coast of Hong Kong in 1998, a group of terrorists from Cambodia seized a powerful biochemical weapon from North Korean mercenaries. During the fierce battle, a Cambodian member named Dote (played by Daniel Wu) was injured and lost his memory, and was taken in by the Hong Kong police.
