After the untimely death of Hao Wanzhong, the police chief of the Chugeer Banner in Ordos City, Inner Mongolia, a Xinhua News Agency reporter retraced his life through interviews with his family, colleagues, and people he worked with, recreating the image of a police chief who couldn't bear to see the suffering of the common people, who was resentful of evil, dutiful in his work, and filled with passion. Hao Wanzhong (played by Wang Jingchun) left behind sixty-eight work diaries during his seventeen years of service as a police officer. From his first major case as a criminal police officer—the still unresolved cold case—to his final work plan for the entire department, these diaries detail his daily work arrangements, case analyses, life insights, and multiple revisits and studies of that cold case. It is these ordinary details that reveal the hardships, dedication, and pursuits of a grassroots police chief, as well as the professional genes possessed by a standard police officer.
