Architect Doug Roberts (Paul Newman) hopes to leave work behind and embark on a long-planned journey as his San Francisco skyscraper is completed. However, an alarm signal from the main warehouse interrupts his plans. With the help of Harry at the building's command center, Doug discovers that the insurance terminal cabinets lack insulation, and the entire building's wiring falls far short of his design requirements. Contractor Duncan and his son-in-law Roger lower the building’s fire safety standards to save costs. A group of celebrities gathers in the ballroom on the 135th floor to celebrate the building's completion, but the overloaded electrical system finally ignites a fire. Doug and Fire Chief Mike (Steve McQueen), who arrives to extinguish the flames, urge Duncan to evacuate the crowd. The inferno quickly becomes uncontrollable due to inadequate fire safety measures in the skyscraper. Doug, Harry, and Mike's firefighters do their best to rescue the crowd, but the raging fire seems poised to devour everything…
