Since successfully seizing power five years ago, Katō (played by Tomokazu Miura), with the assistance of Ishihara (played by Ryo Kase), has led the San'ōkai to become the largest gang in Kanto, primarily driven by economic interests and gradually extending their influence into politics, enjoying a moment of great glory. On the other hand, old-school members within the organization feel marginalized and dissatisfied; the police have keenly noticed the movements of the San'ōkai and have secretly deployed targeted eradication operations; the cunning detective Kataoka (played by Fumiyo Kohinata) schemes for his own benefit, planning a dangerous game of black against black. Kataoka first orchestrates an alliance between San'ōkai member Tomita (played by Akira Nakao) and the Kansai's top gang, the Hanabishi-kai. After this initial move fails, he brings in Kimura (played by Hideo Nakano), the young leader of the Murase group, which was previously wiped out by the San'ōkai, as well as the notorious Ōtomo (played by Takeshi Kitano), leader of the San'ōkai's Ōtomo group, who was rumored to have perished in prison. These former enemies bury the hatchet, aiming to bring the Hanabishi-kai, led by Nuri (played by Shigeru Kamiyama), into Kanto, resulting in a major gang clash between two powerful forces...This film is a sequel to Takeshi Kitano's self-written, directed, and starred gangster film of the same name and won the third place in the top ten films of the 2012 Film Magazine.
