The story takes place in Detroit, USA, where the rising crime rate and expanding criminal forces have made life difficult for the police. To control these "unstable factors," the police have designated a "Red Brick Special Zone" to isolate criminals from civilians. Within this zone, a criminal group led by drug lord Tremain (played by RZA) controls most of the resources and power, creating a precarious balance. An accident makes Lino (played by David Belle) a thorn in Tremain's side. To draw Lino out, Tremain kidnaps his girlfriend Lola (played by Catalina Denis). Meanwhile, ambitious agent Damian (played by Paul Walker) also hopes to bring the notoriously malicious Tremain to justice. Lino and Damian, both with very different personalities but similar circumstances, decide to join forces.
