The story takes place at Presidio Base in San Francisco, a military base with a lengthy history of 212 years. The body of a female police officer is discovered here, and San Francisco detective Jay (played by Mark Harmon) is assigned to investigate the case. Jay is quite displeased that his partner is a man named Alan (played by Sean Connery), who was Jay's commanding officer during his service. The two have personalities that clash, and they have always been at odds. To make matters worse, Jay has fallen in love with Alan's daughter, Donna (played by Meg Ryan), which exacerbates the tension between them. As the investigation deepens, Jay realizes that the case is not as straightforward as he imagined. In order to apprehend the mastermind behind the crime, he and Alan must put aside their differences and work together, facing a formidable and dangerous adversary.
