Randall (Kevin Costner) was an exceptional member of the U.S. Coast Guard, but after a rescue mission went horribly wrong, he lost not only the mission but also the lives of five teammates. Since then, Randall has been in a downward spiral. To help Randall regain his confidence, his superior assigns him to a training base as an instructor. There, he meets the overly confident swimming champion, Shuu (Ashton Kutcher). Shuu's confidence and energy reinvigorate Randall's motivation to work. One day, Shuu asks Randall how many people he has saved, and Randall replies, "22." Shuu feels disappointed and then asks, "Wasn't it 200?" Randall firmly responds, "I only remember the many I lost!" Shuu is completely impressed by Randall's courage and determination. The two form a deep bond. Later, the two of them become involved in a life-and-death rescue operation...
