As the financial center of Asia, Hong Kong is known as "the safest city." However, the police received an anonymous call stating that a frontline police vehicle and five officers along with their weapons had been hijacked. This incident attracted the serious attention of senior police officials in Hong Kong. Coincidentally, the Commissioner (played by Wang Mintak) is abroad, leaving the hawkish Deputy Commissioner Li Wenbin (played by Tony Leung Ka Fai) and the young management Deputy Commissioner Liu Jiexing (played by Aaron Kwok) to handle the case, naming the operation "Cold War," with Li Wenbin as the commander. Li Wenbin's son (played by Eddie Peng) is also one of the hostages, prompting Liu Jiexing to suspect the father and son.
