The emergence of a psychopathic killer known as "The Torch" (played by Jean-Claude Van Damme) has plunged the citizens of Seattle into panic. As the officer in charge of the case, Jack (played by Michael Rooker) and his partner Angie (played by Catherine Dent) have been in a prolonged pursuit of the killer. After several encounters, although "The Torch" is injured, he manages to escape.
