Two farmers paddle a raft to a deserted island to sell chickens and ducks. The atmosphere on the island is eerie, and under the fear, they suddenly encounter a group of masked men who attack them. One farmer dies while the other is captured, both being butchered and distributed as food to the starving islanders. It turns out this island is governed by a larger village, and at some point, the islanders began to resort to cannibalism, with the security team responsible for maintaining order and food distribution.
Agent 999 (played by Xu Shaoqiang) tracks down the notorious pirate Rolex (played by Huang Jinsong) and a thief who calls himself "Iron-Bound Bao" as they arrive on the island. After defeating the island's butcher, 999 visits the security captain of the larger village (played by Gao Xiong), who takes him to the slaughterhouse. After fighting off a group of killers, 999 escapes with injuries and seeks verification from the captain after recuperating at a villager named Ah Lian's house, but finds nothing useful.
Previously, Rolex had chosen to serve as the deputy captain of the security team in hopes of turning over a new leaf, but things went awry and he ended up engaging in cannibalistic activities. Several of Rolex's attempts to seek help from outside the island were thwarted, and when he reported to 999, he was ignored. Desperate, he released the captured Iron-Bound Bao, only to be killed by the captain himself. Once again, 999 survives a siege, and he decides to escape the cannibal island with Iron-Bound Bao and Ah Lian...
