In 2024, the situation on the Korean Peninsula undergoes significant changes. To resist the pressures from the U.S., Russia, China, and Japan, North Korea and South Korea decide to unify. However, there are strong voices of opposition to unification within South Korea, and factions with different political agendas play a role in exacerbating the chaos. In response, the South Korean government forms a new police organization, the Special Mobile Unit, to suppress the unrest, which leads to the Gocheon incident. From then on, the Special Mobile Unit faces disdain from the public and even some politicians, while the Ministry of Public Security attempts to take advantage of the situation to disband the special forces. In 2029, Lin Zhongjing (played by Kang Dong-won), a member of the special forces injured in a recent operation, is arranged to meet with Lee Yun-hee (played by Han Hyo-joo), the sister of a girl who was a victim of the Gocheon incident, by his former comrade turned public security officer Han Sang-yu (played by Kim Woo-suk). Unknown to him, this is a trap that concerns the fate of Lin Zhongjing and the entire special forces... This film is adapted from Mamoru Oshii's animated work of the same name.
