Dongdong (Anita Mui) and Xinjing (Michelle Yeoh) were adopted by a martial arts master during their childhood, who taught them martial arts hoping they would grow up to be chivalrous. The two orphans became as close as sisters. However, Xinjing was taken away at the age of 12, and her whereabouts became unknown. As Dongdong grew up, she married police officer Liu Qiweng (Liu Songren) and became a devoted wife and mother after giving birth to a daughter. For many years, she kept her identity hidden from her family, which caused a rift between her and her husband. Xinjing was captured by the eunuch Chen Gonggong during the Qing dynasty, who erased her memory with poison and used her skills for evil deeds. Chen Qi (Maggie Cheung) is also one of the eunuch's subordinates, and although she is reckless by nature, she recovers her memory shortly after getting poisoned. Like Dongdong, she possesses a strong sense of justice but values money above all. The three women encounter each other during a struggle over stealing a baby, and their initial opposition transforms into a united front against the threats to the lives of the public, becoming female warriors.
