Japan's most wanted criminal, the mastermind of the terrorist organization "Shengzhong Zhi Dao", Yoshiyasu Hideaki, is detained in Hong Kong. Hong Kong inspector Ken (played by Zhang Zhi Lin) and his girlfriend Anita (played by Shu Qi) encounter a truck abandoned by Yoshiyasu's subordinates after stealing chemicals, which goes out of control on their way home, leading Ken to get involved in this international crime incident. To extradite Yoshiyasu, agent Eagle (played by Sawada Kenya), who had previously suffered losses under Yoshiyasu, attempts to communicate with the Hong Kong police through the consulate. However, Yoshiyasu's subordinates arrive in Hong Kong at the same time, and in an effort to rescue Yoshiyasu, the terrorists threaten the Hong Kong police with sarin gas. In order to maintain Hong Kong's reputation as a financial center, Inspector Cheng (played by Li Qi Hong) and other officers try to quietly diffuse the situation while tracking down Ken and Eagle, who are pursuing "Shengzhong Zhi Dao" without authorization. Determined to bring the criminals to justice, Ken and Eagle decide to do whatever it takes...
