The hero, Yiu Siu Long (played by Wang Yu), is gravely injured after retrieving a large sum of disaster relief money stolen by bandits. He hides at the Jianhua Martial Arts School, but the gang tracks him down, killing the schoolmaster. Yiu escapes safely but collapses by the river in Qingmu Town, where he is rescued by Xiao Yang (played by Xu Guanjie). Xiao Yang lives alone in a thatched cottage by the river, making a living by raising ducks and keeping company with a wolfdog. The gang leader, Liang Chenglun, learns that a large sum of money has been stolen by Yiu and becomes furious. He then receives a report about rich mineral deposits beneath Qingmu Garden and sends his men to open a casino there, exploiting the townspeople's wealth and property to establish a mining operation. After Yiu recovers, he plans to leave Qingmu but returns to the casino upon learning its true nature, winning back the money and the townspeople's properties, returning them to the townsfolk, and dispersing the bandits. Liang, infuriated upon hearing this, leads a group of skilled fighters to take revenge, but Yiu has already left. Xiao Yang, outnumbered, suffers a tragic fate, but his wolfdog, possessing human-like qualities, finds Yiu. Yiu single-handedly storms the tiger's den and eliminates the gang.
