The Independent Commission Against Corruption exposes the largest black gold election bribery and corruption case in history, shocking all of Southeast Asia. The ICAC achieves another success as He Quan, the chairman of a certain rural committee in the New Territories, learns about the government's approval of the West Rail development plan. He confirms the development areas along the route and conspired with rural committee members including Zhou Ganquan, Luo Weihong, Liang Zhaoqiang, and Zhao Zhenming to engage in illegal bribery of original residents. They offer substantial rewards in exchange for votes to secure his election as chairman, with the aim of later entering the legislative body to represent the villagers in discussions with the SAR government regarding land acquisition claims.
