The Independent Commission Against Corruption exposes the largest black gold election bribery and corruption case in history, shocking all of Southeast Asia. The ICAC achieves another success as He Quan, the chairman of a certain rural committee in the New Territories, learns about the government's approval of the West Rail development plan.
