Xiaodie (played by Reiko Ike), who just arrived at Kobe Port by ferry, is mistaken for a drug mule by the female pickpocket Yomei (played by Makoto Aikawa) and taken to a drug hideout, where she is subjected to harsh interrogation by gangsters. At a crucial moment, a thug named Ren (played by Ryohei Uchida), recently released from prison, rescues Xiaodie. Xiaodie immediately captures Yomei and learns the reason for her wrongful interrogation. It turns out that remnants of a dockside gang led by Asakichi (played by Tetsu Abe) are using female pickpockets to smuggle drugs from Yokohama, and by chance, have encountered Xiaodie.
Ren's boss has been murdered while he was in prison, and the whereabouts of the boss's only daughter, Kiyo (played by Midori Hoshino), are unknown. He teams up with Xiaodie to investigate, uncovering that everything points to a drug trafficking gang, leading to an inevitable fierce battle…
