This film tells the story of Shanghai during the Xinhai Revolution, where patriotic martial artists Huo Zhenshan and He Dachuan join forces to burn down an opium den, leading to a pursuit by the Axe Gang. He Dachuan is killed while trying to help his sworn brother Huo Zhenshan escape. Twenty years later, Huo Zhenshan opens a martial arts school in Shanghai to promote Chinese martial arts and seeks the descendants of He Dachuan.
