After the baptism of urban riots, a group of police academy graduates successfully completes their training. At this time, Chief Peter, brother of Principal Lassard, is troubled by the high crime rate in his jurisdiction, as the police department is short on funds and personnel, making the recent graduates the best candidates for assistance.
