In the late Qing Dynasty, Zeng Guofan, Li Hongzhang, and Zuo Zongtang initiated the Self-Strengthening Movement, establishing factories, producing guns and cannons, and mining for shipbuilding. Cixi, due to their Han ethnicity, had other considerations in personnel arrangements and rewarded all three as a form of promotion: Zeng Guofan was appointed Governor of Zhili, Li Hongzhang became an Assistant Grand Secretary, and Zuo Zongtang was made Governor of Shaanxi and Gansu. Zhang Zhidong established the Hanyang Iron Works following their lead and was then appointed as the Governor of Huguang, tasked with building the Lu-Han Railway and setting up an iron factory. The series "Governor Zhang Zhidong," recorded by Hubei Huangshi TV station, the film department of CCTV, and other entities, is based on this background. The drama depicts Zhang Zhidong's arduous journey, struggles, and integrity in governance through vivid character portrayals and complex conflicts. The conflicts include battles between the Self-Strengthening faction and the conservative faction, and also between the Self-Strengthening faction and its opponents, with the former being more intense. Governor Zhang's role was superior to that of the circuit governor, according to Qing dynasty regulations, where the Governor was responsible for military matters and the circuit governor for administrative affairs. The difficulties encountered by Zhang Zhidong unfold through obstacles set by the conservatives and opposing figures like Kui Chun (Circuity Governor of Huguang), Tong Yue (Prefect of Wuchang), Liu Yulian (Director of Daye Mining Bureau), and Xiao Taohong (a famous prostitute in Hankou, with a vendetta against Zhang) in events concerning bridge demolitions, iron factory site selections, loans, worker strikes, and mine collapses, making Zhang Zhidong's reforms precarious and fraught with the risk of failure.
