Axel Foley (Eddie Murphy) is a well-known figure in both the underworld and police force of Detroit. As a detective, he occasionally engages in shady dealings, and often operates outside of standard procedures while investigating cases, causing headaches for his superiors. One day, Axel almost gets fired for extorting a cigarette vendor, but fortunately escapes the consequences. Axel runs into an old friend who has just been released from prison and brings with him a large sum of German bonds to Detroit. Shortly after their reunion, Axel's friend is murdered. Suspecting that things are not as simple as they seem, Axel begins his own investigation. He tracks down the suspect Victor to Hollywood's Beverly Hills, but just as he is about to interrogate him, he is taken back to the police station by local law enforcement. When Axel discovers that Victor is indeed involved in drug trafficking, the local sheriff agrees to get involved, but sends Axel back home. Axel then persuades a local officer, Billy (Judge Reinhold), to work with him, and the two begin their private investigation.
