Margaret (Emily Watson) is a dedicated social worker who stumbles upon a cruel secret hidden by the British government. In state-supported welfare centers, there are nearly 130,000 children, and the government has fabricated lies that their parents are deceased, sending them to foreign lands. However, what awaits them is not the affectionate relatives and a peaceful life, but rather a direct placement into labor, where most of the children are forced into cheap and hard menial jobs, while their parents are heartbroken and desperately searching for news of them. The plight of these children touches the softest part of Margaret's heart, leading her to unite with the bereaved parents to embark on a long and arduous journey of investigation. Against the powerful official forces, Margaret feels like a powerless caterpillar; however, her persistence and courage earn her respect and support.
