In the 1960s, bribery was rampant among Hong Kong police, with a profit chain formed between gambling dens, drug dealers, intermediaries, and the police, siphoning off massive amounts of money. Within a decade, police bribes reached a staggering amount of over a hundred billion HKD at that time. The undercover cop Fire Qilin (played by Anthony Wong) in Kowloon City resorts to any means to solve cases, facing pressure from superiors.
