The strongest Pokémon, Mewtwo (voiced by Masachika Ichimura), who was cloned by humans using genetic technology, escapes from a research facility, filled with doubts about its identity and anger towards humanity’s power. It declares revenge on the humans who created it. Satoshi (voiced by Rica Matsumoto), who has already obtained eight badges, is continuously traveling towards his goal of becoming a Pokémon Master. Along with Pikachu (voiced by Ikue Ōtani) and his companions Kasumi (voiced by Mayumi Iizuka) and Brock (voiced by Yuji Ueda), he has just finished a battle against trainers when he receives an invitation from a mysterious person to attend the gathering of the world's strongest Pokémon trainers. The location is New Island Pokémon City, an invitation from the strongest trainers. They happily accept, and Satoshi’s group travels through stormy seas to finally arrive at New Island. A doctor named Joy leads them to Pokémon City, introducing them to the strongest Pokémon trainer. To their surprise, the one who appears before them is Mewtwo. What will Mewtwo's revenge be?
