The Gulf War leads to a number of American soldiers and civilians being captured by Iraq. U.S. President Thomas Benson (Lloyd Bridges) personally orders the rescue of the hostages, but following a nonsensical gun battle, the rescue team ends up being captured instead. With only ten days left until the presidential election, the urgency to save the hostages increases. Legendary hero Topper Harley (Charlie Sheen) is called into action, returning from the jungles of the Far East and hastily heading to the Gulf to rescue his compatriots. Before departing, he passionately reunites with CIA beauty Michelle, who is involved in the secret rescue, adding more color to the hero's romantic history. Upon arriving in the Middle East, the team meets up with liaison Demita (Valeria Golino), and Topper reunites with an old flame, but cannot overstep boundaries because one of the hostages is Demita's husband Dedaar (Rowan Atkinson)...
