On Christmas Eve, countless crowds protested outside the building where the Carson Republic's Water Corporation and the Harriman Dala Company signed an agreement. At that moment, the police mobile unit acting as guards suddenly drew their guns and began an indiscriminate massacre of the demonstrators. Behind this bloody and terrifying event, the mysterious virus "Fire Seed" looms. During a confrontation with an unidentified enemy, Motoko Kusanagi (voiced by Maaya Sakamoto) and her companions from the independent mobile unit saved a girl, Emma Tsuda (voiced by Ai Kayano), who has a full-body prosthetic. She seems to hide the fact that virtual memories are being used for terrorist activities. Public Security Section 9's chief, Daisuke Aramaki (voiced by Yoshikazu Sugita), refuses to hand her over to Colonel Hozuki of the Army Intelligence Department (voiced by Yuka Keicho) and instead orders Kusanagi to escort Emma to Section 501 for investigation. Kusanagi not only discovers the existence of two souls within the girl but also touches upon the tragic truths that the government and military can hide... This film is adapted from Masamune Shirow's original work and is the fourth installment of the Ghost in the Shell prequel "ARISE."
