Paul (Gabriel Macht) is a SWAT officer from the Los Angeles Police Department who is dispatched to the Detroit SWAT team to become an instructor there. During an operation, Paul's mistake leads to the death of hostage Rose (Kristanna Loken), while the culprit, Walter (Robert Patrick), escapes. This incident puts Paul's career in jeopardy, and he dismisses the Detroit SWAT team leader, Kellogg (Nicholas Gonzalez), who harbors deep resentment towards him, and promotes his former friend, Laurie (Shannon Kane). Meanwhile, Walter, who harbors feelings for Rose, directs his hatred at Paul and his friends, vowing to take revenge for Rose, and Walter's true identity becomes Paul's greatest obstacle in confronting him.
