Hyun-joon (played by Lee Byung-hun) and Shi-yu (played by Jung Joon-ho) are top agents of the NSS (National Security Service), both in love with their beautiful boss, Seung-hee (played by Kim Tae-hee), who shares a deep bond with Hyun-joon. Deputy Director Baek San sends them to rescue a scientist, who before dying entrusts a USB drive to Hyun-joon. Baek San secretly orders Hyun-joon to assassinate North Korea's second-in-command; Hyun-joon fulfills the mission but is silenced afterward. Out of brotherly loyalty, Shi-yu lets Hyun-joon go.
