"Onihei" tells the story of a man in the late Edo period, feared and referred to as "Oni" by extremely brutal thieves. This man is Hasegawa Heizo, known as "Onihei," who is the head of the arson and robbery police. The arson and robbery police is a type of special police responsible not only for controlling crime in and out of Edo but also for capturing criminals in other countries, making it a highly mobile organization. However, Heizo is not a stubborn man who is solely devoted to his duties; he sometimes shows mercy to criminals. What Heizo cannot tolerate is inhumanity. The "Three Principles of Robbers" — no killing, no assaulting women, and no stealing from shops that are about to close — if anyone violates these three rules and betrays humanity, they will never be forgiven.
