Outstanding pilot Topper Harley (Charlie Sheen) prepares to enjoy his remaining years in an Indian tribe after leaving the Navy for disobeying orders, but the Navy suddenly calls him back for a mission known as "Operation: Louder Mouse." Topper has many memories regarding the Navy; his father once made a mistake during a flight that resulted in the death of his peers, leaving Topper with an inescapable psychological burden. The military psychologist, Dr. Michelle Huddleston (Valeria Golino), impresses Topper with her outstanding equestrian and gymnastic skills, but this beauty persuades the psychologically troubled Topper to withdraw. However, Topper's re-enlistment is actually part of an evil plan by arms dealers who conspire with military personnel to exploit Topper's fragile mental state to cause plane crashes, demanding the government upgrade the aircraft. Soon, a pilot indeed crashes, but the arms dealers do not achieve their goal; they continue to sabotage Topper and his comrades' missions...
