The story takes place in a mountain village in Northeast China. Zhang Xifeng (played by Wang Qianhua), the women's leader, returns to the village after a meeting in town and finds it in chaos. It turns out that Ping Taiming (played by Wu Yunfei), who has contracted work elsewhere, has returned to recruit male laborers to work for him in the city. In an effort to stabilize the villagers' spirits, Zhang Xifeng presents a poverty alleviation project that she has fought hard to secure from the authorities, but the villagers doubt that a woman can achieve anything.
