Bao Longxing (played by Stephen Chow) has bought a supplementary magistrate position with money, but his greed makes him detested by the people in the county. When he replaces the official magistrate, Qiqin (played by Cheung Man), a member of the Qiqiao family, is raped by Chang Wei (played by Kau Chao Lung). Later, Chang Wei, driven by a murderous impulse, kills the entire Qiqiao family and frames Qiqin for it. Chang Wei is the son of an admiral and hires the renowned lawyer Fang Tangjing (played by Ngai Kwok Wah), bribing all witnesses to absolve himself of guilt.
