In 1939, the Nationalist Army withdrew from the central Hebei battlefield, leaving behind a cache of military supplies and equipment aided by the Americans, concealed by the stationed personnel Zhang Zhiqiang. As the war intensified and with no news from the Nationalist Army, Zhang Zhiqiang decided to hand over the supplies to the staunchly resisting Eighth Route Army. During a meeting with Eighth Route Army guerrilla leader Ye Lingqing, Zhang Zhiqiang was captured by advancing Japanese troops, and the plan failed. The Japanese forces were unable to learn the whereabouts of the supplies during their interrogation of Zhang Zhiqiang and kept him in secret detention.
