Police officer Olin (played by Steven Seagal) has just been transferred to this precinct in the most crime-ridden area of Detroit when a shocking case occurs! The 50 kilograms of heroin stored in the precinct's safe has mysteriously vanished, and since this batch of drugs is worth a fortune, every officer in the precinct becomes a suspect. Olin, known for his tough demeanor, is in charge of investigating this theft of narcotics, but the investigation proves to be exceedingly difficult. Each day when Olin returns to the precinct, it feels like he is under the watchful eyes of hostile gazes. He teams up with street thug Walker (played by DMX) to help him investigate the case, but Walker believes that everyone in the precinct is involved in this theft, including Olin himself. The key to solving the mystery lies with Walker!
