The story takes place in 1930s Shanghai, where Todd (Ralph Fiennes) is a diplomat whose life and career are at a standstill, spending his days in nightclubs and taverns. When he first arrived, Todd had grand ideals, but gradually losing his sight and becoming entangled in complex power struggles prevented him from progressing in his profession. In a nightclub, Todd meets a woman named Sophia (Natasha Richardson). Sophia was once a renowned countess but has now fallen to the level of a cabaret dancer, and to support her ten-year-old daughter, she is forced to sell her body. These two individuals, who share similar circumstances, are continually drawn to one another. Soon after, the full-scale invasion of China begins, and it is at this moment that Todd realizes his long-suppressed strong feelings for Sophia. Will this pair of kindred spirits ultimately find their way to each other?
