After the founding of the People's Republic of China, the transformation of former Kuomintang war criminals was placed on the Central Committee's agenda. Chairman Mao (played by Gu Yue) told Luo Ruiqing (played by Di Guoqiang) that the transformation process should evolve from forced reform to self-awareness. When news of the outbreak of the Korean War arrived, it caused quite a stir in the war criminal management office, with many inmates secretly believing that a Third World War was imminent and feeling restless. Some war criminals made contrary judgments about the situation; Yang Botao (played by Chen Shensheng), who was the director of the equipment department before being captured and was knowledgeable about U.S. military equipment, actively offered suggestions to help the Volunteer Army, an action supported by Du Yuming (played by Guo Fazeng). The management staff took advantage of the war criminals' desire for progress, genuinely caring for them both in their daily lives and ideologically, leading some to reveal previously concealed historical materials. The broad-mindedness of the Communists ultimately touched the defensive minds of the war criminals, who came to realize the disasters and sufferings that civil wars brought to the country and the nation... This film is adapted from the novel "The General's Decisive Battle Is Not Only on the Battlefield."
