On the tranquil and beautiful Mekong River, gunfire suddenly erupts. The crew of the Chinese merchant ships "Yuanping" and "Xingsheng" goes missing. Not long after, the bodies of 13 Chinese crew members surface, marking the shocking 2011 "10·5" incident. In response, China quickly organized a joint task force, led by Jiang Haifeng (played by Chen Baoguo), the head of the Narcotics Control Bureau of the Ministry of Public Security.
