The impoverished cowboy Jon (played by Jon Voight) comes to New York from his hometown in search of a living. He sees himself as charming and thus wants to become a male prostitute in New York to make ends meet. On his first day in the city, he tries to pick up women on the street but, unfamiliar with the area, ends up losing $20. Frustrated, Jon meets Rizzo (played by Dustin Hoffman), a con artist who earns a little money through scams. Rizzo deceives Jon into thinking he knows the head of a male prostitute ring but charges $20 as a service fee. In the end, Rizzo only introduces Jon to a gay pimp, prompting an infuriated Jon to confront Rizzo. Rizzo takes the homeless Jon in, and they gradually become confidants and close friends. The cold New York winter is harsh for both of them, leading to severe hardships where they struggle for food and necessities, and Rizzo lacks money to buy medicine for his illness. Rizzo dreams of life in Miami and invites Jon to join him in seeking a fortune there. The two homeless men visit an underground bar that night to try their luck, and when Jon finally manages to get a deal, a weakened Rizzo falls down the stairs. As he lies on the brink of death, Rizzo's sole concern is the sunshine of his hometown in Miami, prompting Jon to take risks to fulfill his friend's wish.
