In 1904, Liang Cheng, the Minister to the United States, discovered during negotiations to use gold or silver to pay the Boxer indemnity that the amount was "indeed excessive." Liang worked hard to recover it, ultimately using the funds for education and establishing Tsinghua School. Mei Yiqi, a descendant of a prominent Tianjin family, was among the first batch of Boxer indemnity students to study in the U.S. The principal, Zhou Yichun, was upright and intended to establish Tsinghua as a top school.
