In 1904, Liang Cheng, the Minister to the United States, discovered during negotiations to use gold or silver to pay the Boxer indemnity that the amount was "indeed excessive." Liang worked hard to recover it, ultimately using the funds for education and establishing Tsinghua School. Mei Yiqi, a descendant of a prominent Tianjin family, was among the first batch of Boxer indemnity students to study in the U.S. The principal, Zhou Yichun, was upright and intended to establish Tsinghua as a top school. Mei Yiqi admired him deeply. Unfortunately, Zhou was framed and resigned with regret. The new principal, Cao Yunxiang, was authoritarian, lacked teaching ability, and was keen on building his own power. Under resistance from Mei Yiqi and other "young reformers," Cao left Tsinghua in disgrace. In 1928, Tsinghua was reformed into a university. Principal Luo Jialun understood Mei's influence and assigned him to the United States to oversee the students there, distancing him from the power center. Luo's strong-handed style sparked resentment among faculty and students. In the winter of 1931, Mei Yiqi was appointed as principal and clarified the school’s philosophy of "a university is one for great masters." After the "December 9" Movement, Mei secretly ordered some precision instruments and books to be transported to Changsha in preparation for relocating south.
