On the eve of the Xinhai Revolution, due to the corruption and incompetence of the Qing government, society was in turmoil, and the people of western Hunan were in dire straits. Qing soldier Hou San was punished for theft at the magistrate's office, and suddenly his horse was startled, causing a tragedy to seem imminent. A young muleteer named Qin Fei (played by Zheng Kai) intervened and saved Hou San from the startled horse.
